In a small saucepan on medium heat bring ⅓ Cup Water and 1 Cup Granulated Sugar to a low boil. Once sugar is dissolved, remove from heat and gently stir the 4-5 rosemary sprigs into the sugar. Place sprigs on parchment paper to dry for 1-2 hrs.
Once liquid sugar has firmed onto rosemary gently coat them in granulated sugar. Then use as garnish.
